We measure the real ceiling height at several points before drawing anything. Basement slabs are rarely flat, and half an inch of drop across a room changes where a wall can sit. Then we lay out rooms around the things that cannot move, usually the furnace, water heater, panel and main drain.
Walls go up on pressure-treated bottom plates wherever wood meets concrete. Untreated lumber on a slab wicks moisture and eventually rots, and an inspector will fail it. We hold the wall off the foundation rather than pinning it tight, so the masonry can dry and cracks in the block do not telegraph through your finished wall.
